The Compliance Manager, Regulatory & Policy is a senior, hands-on second-line compliance role responsible for supporting the management of Sunrate’s regulatory obligations in Malaysia and maintaining its compliance policies and controls framework.

Working closely with the Head of Compliance, the role helps maintain the regulatory standing of Sunrate Sdn. Bhd. by coordinating accurate and timely regulatory submissions, monitoring regulatory developments, maintaining policies and risk assessments, and providing practical advice on regulatory and financial crime compliance matters.

The role requires strong independent judgement and the ability to interpret regulatory requirements, assess compliance risks and present clear, well-reasoned recommendations. Although initially an individual-contributor position, the Compliance Manager is expected to provide subject-matter leadership and work closely with Compliance Operations, the local Regulatory Reporting and Data Analysis Team, and other regional and global compliance colleagues.

What you’ll be spending your time on

  • Support the management of Sunrate Sdn. Bhd.’s Money Services Business licence, including its conditions, regulatory obligations, renewal requirements and related records.
  • Monitor relevant legislation, regulatory policies, standards, circulars and notices and assess their potential impact on Sunrate’s operations in Malaysia.
  • Interpret regulatory requirements, assess compliance risk scenarios and provide clear, well-reasoned recommendations to the Head of Compliance.
  • Develop, maintain and periodically review AML/CFT, sanctions, customer risk appetite and other compliance policies and procedures.
  • Maintain the compliance policy register and help ensure policies are properly reviewed, approved, communicated and accessible.
  • Maintain and periodically update the Malaysian entity’s AML/CFT risk assessment and support the implementation and tracking of associated risk-mitigation measures.
  • Support the design and maintenance of the compliance controls framework, including independent compliance monitoring, controls testing and thematic reviews.
  • Document monitoring and testing outcomes, identify control weaknesses and provide practical recommendations for remediation.
  • Maintain the compliance risk register and track identified compliance issues and remedial actions to closure.
  • Prepare, review and coordinate regulatory reports, returns, notifications and other submissions to Bank Negara Malaysia, ensuring they are accurate, complete and submitted on time.
  • Work closely with the local Regulatory Reporting and Data Analysis Team to obtain, validate and reconcile the data and supporting records required for regulatory reporting.
  • Translate regulatory reporting obligations into clear data, content and submission requirements for the Regulatory Reporting and Data Analysis Team and other relevant stakeholders.
  • Review regulatory reporting data and analysis for completeness, consistency and reasonableness, investigate discrepancies and coordinate any required corrections before submission.
  • Maintain the regulatory reporting calendar, monitor Bank Negara Malaysia’s reporting systems and platforms, and ensure responsibilities, dependencies, deadlines and submissions are properly tracked.
  • Identify recurring reporting issues, data gaps or control weaknesses and work with the Regulatory Reporting and Data Analysis Team and other stakeholders to implement appropriate improvements.
  • Support the preparation, escalation and submission of Suspicious Transaction Reports and other AML/CFT-related reports in accordance with applicable requirements and internal authorities.
  • Coordinate regulatory examinations, supervisory engagements and information requests under the direction of the Head of Compliance, ensuring supporting documentation and responses are clear, accurate and well-presented.
  • Prepare compliance management information, monitoring reports and regulatory updates for the Head of Compliance, drawing on data and analysis provided by the Regulatory Reporting and Data Analysis Team.
  • Provide independent second-line advisory support and constructive challenge to Compliance Operations and other first-line teams on AML/CFT requirements, customer risk assessment, financial crime typologies and regulatory interpretation.
  • Work with Compliance Operations management and Team Leads to ensure operational procedures and practices remain consistent with applicable policies and regulatory requirements.
  • Provide practical guidance on the application of compliance policies and help resolve matters requiring regulatory or policy interpretation.
  • Identify recurring operational issues, control gaps or inconsistent practices and ensure these are appropriately escalated and addressed.
  • Develop and deliver training on regulatory requirements, compliance policies and expected standards.
  • Coordinate compliance support for internal and external audits, including managing documentation, coordinating responses and tracking findings to closure.
  • Liaise with internal stakeholders and, where authorised, external parties including Bank Negara Malaysia, legal advisers, auditors and industry bodies.
  • Work collaboratively with Compliance Operations, the Regulatory Reporting and Data Analysis Team, and regional and global compliance colleagues on regulatory, policy and financial crime compliance matters.
  • Support new or changing compliance responsibilities as Sunrate’s operations and regulatory obligations in Malaysia continue to develop.

For this role, you’ll also have

  • At least five years’ experience in regulatory compliance, AML/CFT or a related compliance function within financial services.
  • Strong practical knowledge of Malaysian AML/CFT legislation, Bank Negara Malaysia requirements and the regulatory expectations applicable to Money Services Businesses.
  • Experience supporting or managing MSB, payment services or comparable licence obligations, including regulatory reporting, licence-condition management and regulatory examinations.
  • The ability to independently interpret regulatory requirements, assess compliance risks and provide clear, well-reasoned recommendations.
  • Experience working with regulatory reporting data, including reviewing information for completeness, consistency and reasonableness.
  • Experience developing, maintaining and implementing compliance policies, procedures and risk assessments.
  • Experience conducting compliance monitoring, controls testing, thematic reviews or similar assurance activities.
  • Sound judgement and the ability to identify matters requiring escalation or senior management attention.
  • Strong analytical and writing skills, with the ability to produce regulatory submissions, policies, risk assessments and compliance reports to a high standard.
  • Strong organisational skills and the ability to manage multiple regulatory deadlines and competing priorities.
  • Clear and professional written and spoken English.
  • Preferred Qualifications and Experience
  • Experience within a Money Services Business, fintech, payments, cross-border financial services or another regulated financial services environment.
  • Direct experience engaging with Bank Negara Malaysia, including regulatory examinations, supervisory meetings, information requests or formal submissions.
  • Previous experience as an Appointed Compliance Officer or equivalent regulatory designee.
  • Familiarity with Bank Negara Malaysia’s regulatory reporting systems and platforms.
  • ACAMS, ICA, GOCO or another relevant compliance, governance or financial crime qualification.
  • Experience in cross-border payments, digital payments or treasury management compliance.
  • Experience working with regional or global compliance teams.
